所有個人開發人員都可以使用 Visual Studio Community 創作自己的免費或付費應用程式。

針對組織
在下列幾種情節中，組織內使用 Visual Studio Community 的人數不受限制：教室學習環境、學術研究或參與開放原始碼專案。

除此之外的其他使用情況：
在非企業組織中，最多可有五位使用者使用 Visual Studio Community。 企業組織 (係指電腦數多於 250 台，或年營收高於美金 100 萬元的組織) 不得在上述情況 (開放原始碼、學術研究或教室學習環境) 之外的情況下使用 Visual Studio Community。
