Visual Studio 已經是 Visual Studio 2019 v16.4.1

C:\Program Files (x86)\Microsoft Visual Studio\2019\Enterprise\MSBuild\Current\Bin\amd64
執行 msbuild.exe
確認 MSBuild.exe 已經是 16.4.0 版

解決：

把 Microsoft.Net.Compilers.3.4.0 降回 Microsoft.Net.Compilers.3.3.1 版就可以解決。
