環境：Windows Server 2019 使用 MSDN 最後一版 Windows Server 2019 (updated Aug 2021) (x64) - DVD (Chinese-Traditional)(2021-08-17)，安裝後不做 Windows Update，斷開網路。

hotfix 下載 2022年7月版，放到該VM上安裝。
