可以。這兩個版本的最大差異不是功能，而是授權方式。我查了 NPOI 官方 NuGet 與 GitHub，目前可以確認 NPOI 2.8.0 從 Apache-2.0 的單純模式，加入了 Open Source Maintenance Fee Agreement（OSMF EULA）針對「Binary Release」的條款。
